Checkouts do not record usage locally. When a product is checked out, SELECTserver records a usage in every hour of every day until the product is checked back in or expires. In this sense, checkout usage is 24x7. If the product is checked back in prior to expiration, SELECTserver will remove all usage that it had predefined, but (now) does not apply, because the product was checked back in before it expired. So, since there is no usage logged locally, the ten-minute local write does not apply.
