The use is logged per machine down to the precision of the data type used, even using the integer data type this could be logged at a precision greater than a second. These logs are then uploaded to the select server where I am assuming on the server side the math is done to see which machines and which software were in use during the same time periods. What is the basis of the calendar hour being the measure of a license use it seems completely arbitrary and intended for the sole purpose of padding Bentley's bottom line. No other software distributor measures simultaneous use in this completely arbitrary fashion.
